    Question LTC - When an officer is staying in his/her declared Home Town

    An officer working in Central Excise is at present posted in his Home Town (Hyderabad). He is not allowed to avail LTC (Home Town) since he is presently posted at Hyderabad. However, he was allowed to go on LTC(All India) during the block year 2002-2005 (Bills passed by PAO also). It is well known that as per LTC Rules, All India LTC is allowed in lieu of Home Town concession in a 2 year sub block of the 4 year LTC Block. Apart from the All India LTC, officers are now allowed to go to North East in lieu of Home Town. Can somebody clarify(with Govt. orders or clarifications) whether, the officer can be allowed to go to north east in lieu of Home Town LTC, as he was already availing All India LTC in lieu of Home Town LTC?

    You are partially correct. There are employees who never avail Home town LTC as they are posted in their home towns. Such employees can avail All India LTC in a block of four years ( say 2010-2013). For those who avail Home town LTC, the blocks are of two years (say 2010-2011, 2012-2013), i.e., they can avail home town LTC alongwith their families once in a block of two years. They may also visit anywhere in India in lieu of a home town LTC in a block of two years. For illustration, they can avail home town LTC in 2010-2011 and then All India LTC in 2012-2013.

    As regards LTC to North East, it can only be availed in lieu of home town LTC. Those who are not entitled to home town LTC can not avail LTC to NE.

    As per CSR(Central Service Regulations) a Civil Servant should be posted to a place near to his residence. Since it is not practically possible Govt has provided a kind of relief in the form of home town ltc for a block of two years, which later has later been revised as all india ltc in lieu of one block. The person posted at his home town he is only allowed to all india ltc in lieu of one home town ltc. He can visit any where in India including North East
