    yes that's a good news.
    but they have not extended conversion of one block of home town to NER this time.

    Dear Friend,
    The Govt. has only extended the period of concession to NER. Hence the other provisions in the OM dated 2nd May, 2008 [Please see the orders below]will holds good.

    OFFICE MEMORANDUM

    Subject: CCS (LTC) Rules, 1988 - Relaxation for travel by air to visit NER.

    The undersigned is directed to say that in relaxation of CCS (LTC) Rules,1988, the Government have decided to permit Government servants to travel by air to North Eastern Region on LTC as follows:-

    (i) Group A and Group B Central Government employees will be entitled to travel by Air from their place of posting or nearest airport to a city in the NER or nearest airport ..
    (ii) Other categories of employees will be entitled to travel by air to a city in the NER from Guwahati or Kolkata.
    (iii) All Central Government employees will be allowed conversion of one block of Home Town LTC into LTC for destinations in NER.
    2. These orders shall be in operation for a period of two years from the date ofissue of this O.M.
    3. Data regarding number of Government employees availing LTC to NER may be maintained.
    4. In their application to the staff serving in the Indian Audit and AccountsDepartment, these orders issue after consultation with the Comptroller and AuditorGeneral of India.

    Dear Friends,

    As rightly pointed out, the concession of air travel to NER can be availed only once by conversion of one block of home town LTC. Those who have not so far availed the concession are permitted to avail the facility during the extended period of two years.

    There seems to be a grave misconception that NE ltc relaxation can be availed only once, the order is clearly stating that one can convert only one home town block into ltc for ne, but there is no bar in avaling ne ltc against all india ltc with above relaxation,that means one can effectively travel three times to NE area under these special rules.
    Restricting these benefit only for one time will only defeat government purpose of extending above benefit for further two years and promoting tourism in NE,which I think is not the intend of above orders.

    Undisputedly the objective of the concession extended is to promote tourism in NER and encourage the employees to visit NER. In principle there should be no restriction on number of visits to NER. Similarly the employees whose place of duty and home town being the same are also not able to avail the benefit of the concession.

    The wordings of the executive order and the clarification issued by the administrative Ministry subscribe to the views that (i) the concession is admissible only once and (ii) the concession can be availed only on conversion of one block of HT LTC if admissible.

    The authorities who implement the orders prefer to stick to the language of the order in cases of such ambiguity rather than getting entangled into its objectives.

    Sir,

    I availed LTC to NER for the block year 2006-09. Can I avail LTC to NER again in 2010-11 block year by converting my home town LTC?
