Unit Run Canteen Employees are not Government Employees – Says Defence Minister
Demands from various forums have been received for implementation of Sixth Pay Commission recommendations in respect of URC employees, however, these recommendations have not been accepted as URC employees are not government employees.

As URC employees are not Government employees. They are given pay and allowances as per the rules regulating the terms and conditions of the services of the civilian employees of the URCs, issued by Army Headquarters. Consequent to Sixth Pay Commission, the basic pay of all categories has been increased by 50% w.e.f. 01.02.2009 and 15% w.e.f. 01.12.2009. Another 15% raise has been given w.e.f. 03.04.2013.

Is the employee of Indian Naval Canteen Service also not Govt Servent bcouz the managment having their control Board at Naval HQ delhi and all commitee members are naval Serving Officers even the chairman of the board is Chief of the Naval Staff. they are not showing the clear status of the organisation. whereas the board has taken the benefit of Octroi Exemption, Sale tax benefit ie state Govt Vat Exemption. Such benefits are only for canteen Service department and Indian Naval Canteen Service whereas the CSD Staff is purely Central Govt Staff .All Regional Managers are serving Naval Ofiicers including the General Manager deput by Control Board.. Board declare that such organisation is Non Public Fund. As the profit of the organisation is in Crores in annual years but management side not audited the profit through Govt Auditors. Pls help to all of the INCS Staff . Total the employees all over the india is around 700.
