6CPC Pay Fixation while on deputation

A GConnect reader asked

I am on deputation as accountant in the pay scale of 4500-125-7500 from october 2007 to till date. Earlier I was holding the post of L D C from 31.08.1998 and my basic pay was 3575 as on 01.01.2006 and my earlier increment month was August.

On implementation of 6th CPC  I opted to draw arrear since 01.01.2006 and my pay was fixed on 10570/-( 7770 + 2800(GP) ) which is lower than the minimum pay fixed for new entry on the post of Accountant, which is 11360/(PB+GP). However I have drawn arrears. In vew of recent development in anomaly committee whether I may get the minimum pay of 11360/-(PB+GP) instead of basic 10570/-.

GConnect Team’ Opinion:

As per your version you were LDC as on 01/01/2006 and on deputation  w.e.f 12/10/2007 and thus your fixation as on 1/1/06 should have to be Basic*1.86+GP 1900 and consequential increments. i.e pay in pay band of Rs.6650 and grade pay of Rs.1900 as per fitment table.

And on the date of your deputation to a higher post carrying scale of 4500 and GP as 2800, your  band pay as on that date should not be changed and grade pay of that post i.e 2800 should have to be given until your repatriation. Please see clarification 5 under OM F. No/1/1/2008 IC dated 13/09/2008.

Based on your data, it appears that  your deputation department has not correctly made the fixation as on 1.1/2006. Kindly solve this issue soon so as to avoid huge recovery .
