7th Pay Commission – Autonomous Bodies Employees In Dark About Benefits

Bhubaneswar: “Till date, I have not received any benefit of the 7th Pay Commission as this government is yet to give the approval for revision of pension of retired employees of autonomous bodies,” alleged a former Administrative Officer at NCERT, Bhubaneswar.

Is the Central government avoiding the issue or is it trying to make a balance between the 7th Pay commission benefits’ announcement at different levels of employees to avoid pressure on the government exchequer?

Parthasarathy MP, a retired Accounts Officer at Indian Institute of Astrophysics (Govt. of India), Bangalore, has said, “The government has a hidden agenda to deny true benefits to employees and ploy to fix ‘Autonomous bodies”.

It is worth mentioning that a Central government employees body had earlier asked the finance secretary to release the Diwali bonus for employees of autonomous bodies before October 17. They had even warned that they would resort to protest if their demands were not fulfilled.

The Indian Public Service Employees Federation (IPSEF), in a letter pre-Diwali, had said that the Centre not announcing any bonus for the employees of central autonomous bodies (CABs) for 2016- 2017, IPSEF said while the same has been granted to railway, postal and other Central government employees was disheartening.

“In view of the hardships being faced by families of employees of CABs during the festive season, it is requested to issue orders of grant of bonus to them immediately so as to disburse bonus to them latest by October 16,” the letter said.

It is also alleged that the government is having a step-motherly attitude towards these employees. “Disenchantment and despair” is brewing among such employees working in around 600 CABs including central universities, Kendriya Vidyalayas,  Navodaya Vidyalayas, IITs, IIMs and others.

Earlier in June, Department of Pension and Pensioners Welfare (DOP&PW), Government of India, has clarified about the issue. It said:

“DOP&PW has issued orders for revision of pension under the 7th CPC for Central Civilian employees/pensioners. The decision in regard to revision of pension in respect of employees/pensioners of Autonomous bodies is required to be taken by the Administrative Ministries/Departments. The Department of Pension & Pensioner’s Welfare had not issued any orders for revision of pension of pensioners/retirees of autonomous bodies in the past also”.

Meanwhile, the government is yet to fix a date to resolve the long-standing issue of the employees.
