Sixth CPC – Modified Flexible Complementing Scheme for Scientists.

As per OM No. 2/41/97-PIC dated 9.11.1998, the Flexible Complementing Scheme (FCS) for scientists in various Scientific Ministries/Departments is in place.   The Sixth Pay Commission has recommended to continue the Flexible Complementing Scheme (FCS) with certain modifications/new features.  Hence, the Department of Personnel and Training (DOP&T), has considered these recommendations, and has finalised a revised comprehensive Scheme for implementation.  It is further decided that, under the new Scheme  the assessment of scientists be done w.e.f. 1.1.2011.

    I have gone intimately with the details of MFCS. Details given are related with the scientists where scheme is already implemented. Nothing has been mentioned for the scientists were this scheme is likely to be implemented. Scientists are interested to know that what would be the status of those scientists who have completed more than ten years and for those who have less than five years standing on the date of complementation. Besides the seniority qualification ( With and without Ph.D.) has any role in the induction process.  We fails to get the such information on the DOPT site. Please make it available.

    ppl can ask explanation through RTI.
    I felt natural justice should be treated with everone. Adn for promotions exam can be conducted in the area of work. And it should not be based only on ACR. Some are near to bos/higher authority and gained undue advantage for promotions/transfers. Rules for promotions/transfer etc. should be clear to everyone in ther departments.

    Anybody can cinfirm, whether an officer of equal grade can asses an officer in the APAR as reporting officer? here it is told officially that if an officer of equal grade
    (e-g: scietist E)can asses an officer of same grade (e-g: scietist E), if the former is having an officiating designation as Divisional Head.

    Is it correct? please clarify………….

    I would like to know why the Dept of space and Atomic Energy not implemented GOI order. Then whom we should approach for early implementation of same
    In both these org, there are many senior scientists were denied 3 promotions even after 30 years of service and due to many factors like caste, regiona nd religion
    kinly inform the contact point in GOI, New-delhi for implementation of this cheme in Govt Scientiifc departments

    Does it mean that even in DRDO the Office Memorandum No. AB-14017/37/2008-Estt (RR) dated 10.09.2010. will apply in toto?
