Ban on direct recruitment to Civilian CG Posts lifted ?

Ministry of Personnel, Public Grievances and Pensions, in its Office Memorandum dated 9.04.09, informed that keeping view with the recommendation of the Sixth Central Pay Commission, the Optimisation Policy which presently prevents the direct recruitment to civilian CG Posts since 2001 is not to be extended beyond 31.03.09.

This implies that after 31.03.09, Ministries / Departments will be in position to recruit where vacancies are available.  Till now, all the Ministries were mandated to prepare Annual Recruitment Plan for each year to prioritize the fresh intake of manpower.

Earlier, Sixth Pay Commission has recommended “multiskilling of the Government Employees which would increase their operational efficiency while simultaneously optimising the staff strength.  It is however, noted that while rigtsizing in Government is necessary the changes in the work process due to technology and consequent reduction of layers, a blanket ban on filling up of vacant posts across the board can impact effective functioning.  More flexibility is required in this policy for effective service delivery and care has to be taken that administrative delivery structures do not become hollow or thin in critical areas”.
